Parliament Passes Emergency Measure to Avert Government Shutdown

Paris, 23 December 2025 — The French National Assembly approved an emergency law on Tuesday, temporarily preventing a government shutdown while legislators continue to negotiate a new budget.

The ad‑hoc legislation, known as a loi d’urgence, will keep public services operating until a formal budget is passed. Lawmakers said the measure is necessary to avoid the disruption of essential functions such as health care, education, and public transport.

Despite the stop‑gap solution, the underlying fiscal deadlock remains unresolved. Officials indicated that detailed budget talks are slated to resume in January 2026, with both the governing coalition and opposition parties hoping to reach a consensus before the new fiscal year begins.

Failure to adopt a budget by the statutory deadline has become a recurring issue in recent French politics, raising concerns among investors and European partners about the country’s fiscal stability.
