Federal Framework Aims to Preempt State Laws

President Donald J. Trump announced a sweeping executive order designed to halt individual states from creating their own regulations on artificial intelligence. Speaking to reporters in the Oval Office, the President said the new directive will establish a single, nationwide regulatory structure for AI technologies.

The order calls for the formation of a new federal agency tasked with drafting comprehensive standards, overseeing compliance, and coordinating research initiatives. By consolidating authority at the federal level, the administration argues it can avoid a fragmented patchwork of state rules that could stifle innovation and create legal uncertainty for developers.

“A unified approach is essential for keeping America at the forefront of AI development while protecting our citizens,” Trump stated. “States should not be left to compete with one another on rules that affect an industry that knows no borders.”

Critics, however, warn that concentrating regulatory power in Washington could limit local oversight and ignore regional concerns such as privacy, bias, and workforce impact. Advocacy groups are already preparing legal challenges, arguing that the order may overstep constitutional limits on executive authority.

The new framework is expected to roll out in phases over the next twelve months, beginning with a set of baseline safety standards and a public comment period for industry stakeholders. If successful, the federal model could become the benchmark for AI governance worldwide.
